a moat
Yes this is a moat. This is the remains of a castle that used to be in the center of downtown. It is weird to say the least, you have the large modern city and a freakin' moat in the center of town! HA! I love it.

The are REALLY big Koi fish in the moat and I mean BIG! They look like they are about 2 or 3 feet long. As for the castle from what I understand it was there for a very long time and some parts are still left but most of it was destroyed during the fire bombing in WWII.
